November 9, 2023 in the Majilis of the Parliament of the Republic of Kazakhstan at an expanded meeting of the faction "AMANAT" under the chairmanship of Deputy Yerlan Koshanov and Yelnur Beisenbaev was held a meeting on the problems of ludomania in the Republic of Kazakhstan.
From the Institute of Parliamentarism in the event was attended by the head of the center of private legislation Meruert Kabylbaeva and chief specialist Asem Spanova.
At the meeting were raised issues of regulation of bookmakers and lotto clubs, research in the field of ludomania and its financing, regulation of online casinos, legalization of horse betting.
It should be noted that the deputies of the Parliament together with the Institute of Parliamentarism have developed draft laws of the Republic of Kazakhstan "On introducing amendments and additions to some legislative acts of the Republic of Kazakhstan on gambling, lotteries and lottery activities" and "On introducing amendments and additions to the Code of the Republic of Kazakhstan "On Administrative Offenses". Prepared more than 50 amendments to 2 codes and 7 laws.
In particular, it is proposed to introduce a ban on participation in gambling for individuals who are in the register of debtors on alimony, taxes and loans. Administrative responsibility of legal entities for involvement in gambling of persons under the authorized age, as well as criminal punishment for the organization of online casinos. Advertising of bookmakers and totalizators on the streets, on the Internet and in the media is restricted.
On the bills are currently awaiting the Conclusion of the Government of the Republic of Kazakhstan, after which it will be submitted to the Majilis in the manner prescribed by law.
