Worked as an expert at the Ministry of Culture and Information of the Republic of Kazakhstan, Center for Strategic Research and Analysis, National Analytical Center, researcher and senior researcher at the Institute of Legislation of the Ministry of Justice of the Republic of Kazakhstan. In 2006, she graduated from Karaganda State University named after E.A. Buketov, majoring in Jurisprudence. In 2013, she completed her Master’s degree at the Central Kazakhstan Academy. In 2019, she defended her doctoral dissertation (PhD) in Jurisprudence at Karaganda State University named after E.A. Buketov.
She began her professional career in the judicial system of the Karaganda region (2007–2008). From 2008 to 2019, she held teaching and research positions in higher education institutions, including Kazakh Humanitarian Law University, Eurasian Humanities Institute, and L.N. Gumilyov Eurasian National University, serving as Senior Lecturer, PhD, Chair of the Council of Young Scientists, and Head of the Quality Management System of the Faculty of Law.
From 2019 to 2021, she was a Leading Researcher at the Institute of Legislation and Legal Information of the Republic of Kazakhstan.

In 2013, she joined the Committee for the Execution of Judicial Acts of the Ministry of Justice of the Republic of Kazakhstan as the chief expert of public procurement. From 2014 to 2018, she worked at the Ministry of Education and Science of the Republic of Kazakhstan. He was born on April 13, 1962 in Alma Ata.
In 1987, he graduated with honors from the Faculty of Law of the Kazakh State University named after S. M. Kirov.
He is an experienced government official and lawyer with more than 39 years of professional experience, including over 15 years of work in the civil service. He has deep and systematic knowledge in the field of public administration and legal regulation, including in the field of financial, tax, investment and customs law, as well as the state defense order.He held senior and responsible positions in the central government bodies of the Republic of Kazakhstan, the Akimat of Astana, as well as in national companies. He started his professional career at the Almaty House-building Plant. After completing his military service, he worked in the higher legal education system — al-Farabi Kazakh National University.
Over the years, he worked in the Office of the Prime Minister of the Republic of Kazakhstan, national companies of the oil and gas and energy sector, the Investment Committee, the Trade Committee, judicial administration authorities, the Agency for Regulation and Development of the Financial Market, as well as in the Akimat of Astana.
In 2020-2024, he served as Deputy Chairman of the State Defense Order Committee.
Since 2024, he has been working at the Institute of Parliamentarism; since September 2024, he has been the head of the Center.
Along with his practical activities, he conducts scientific and pedagogical work: he is a lecturer at the Higher School of Law "Adilet" of the Caspian University. He is the author of 17 scientific publications devoted to topical issues of financial, tax and investment law.
As a national expert, he participated in international arbitration proceedings in London, Paris and The Hague on investment, financial, legal and tax disputes, including cases in the field of subsoil use. Since 1990, he has been actively involved in the development of key draft laws and codes of the Republic of Kazakhstan in the field of budget, tax and customs legislation.
