The Institute of Parliamentarism, within the framework of its statutory activities, expresses its willingness to co-operate in areas related to its fields of competence.
At present, the management pursues a policy of expanding the types of activities and openness to the society. In April this year the Institute was accredited as a scientific organisation and received the right to participate in competitions of scientific, scientific-technical projects and programmes financed from the state budget and other sources not prohibited by the legislation of the Republic of Kazakhstan.
After restructuring in April this year, the qualitative composition of the Institute's staff has been strengthened: more than 60% of them have academic degrees of doctors and candidates of sciences, 30% of employees have experience of work in the Majilis and Senate of the Parliament, the remaining 10% have extensive practical experience of work in the central state bodies (General Prosecutor's Office, Ministry of Justice, Ministry of Internal Affairs, Ministry of National Economy, judicial bodies).
The Institute's employees have valuable competences and skills in conducting research and applied research both in the fields of legal science, regulatory policy and public administration.
In its law-making and research activities, the Institute emphasises synergetic interaction with prominent academics, researchers, experts (expert council, expert pool) and international partners.
Taking into account the available human resources and capabilities, the Institute may provide the following services on the basis of a fee-for-service agreement:
- preparation of a legal opinion on the draft Law;
- analytical support of the draft Law;
- development of the draft Law in the spheres of social and economic life of the country;
- development of a regulatory policy advisory document;
- conducting regulatory impact assessment of the draft Law (Regulatory Impact Analysis - RIA);
- development of a draft Concept in any regulated area;
- development and expertise of draft strategic documents;
- writing comments and explanations to existing regulatory legal acts and draft laws;
- development of drafts of subordinate regulatory acts;
- preparation of analytical reviews of the socio-economic situation;
- carrying out anti-corruption and scientific and legal expertise on normative legal acts;
- preparation of scientific substantiation for draft laws under development;
- organising training seminars and online conferences on legal issues;
- explaining the provisions of strategic and policy documents;
- writing methodological recommendations, monographs, articles, books, studies, country reports and other services.
