A regular workshop on solid waste management was held at the Institute of Parliamentarism under the leadership of Director Kanatbek Safinov. The meeting brought together representatives of various industries and organizations in the field of recycling.
The basis for the legislative initiative was the instruction of the Head of State K.K. Tokayev to the Government to harmonize national environmental standards with global ones, reduce emissions from industrial enterprises, recycle solid household waste, eliminate natural landfills and recultivate eroded lands, which were announced after the meeting of the Security Council on May 15, 2023.
At the workshop, experts discussed various aspects of waste management and ways to improve them.
In addition, to address the issue of solid waste management, an integrated approach was proposed, including:
- involving the population in waste sorting and providing them with the opportunity to earn money for participating in this process
- review of the spending directions of the collected funds within the framework of the ROP, including the separation of recycling payments to the automotive industry from other payments.
- it is advisable to remove waste management issues from the Environmental Code into a separate law, which will allow for a more detailed and efficient waste management system
- taxation issues.
Following the meeting, further steps were identified to improve legislation on solid waste management, taking into account the opinions and suggestions expressed.
