






On August 22, 2025, Astana hosted a round table on the topic: "The Constitution of the Republic of Kazakhstan: 30 years of guarantees of the country's statehood and sovereignty, legality and law and order." The event was organized by the deputy faction of the People's Party of Kazakhstan.
The platform brought together representatives of the legislative and judicial authorities, the scientific community and practicing lawyers. The focus is on the importance of the Constitution in the context of recent political reforms and the future directions of its development.
The round table was moderated by Deputy Chairman of the NPC Maharram Maharramov, who stressed that the Constitution remains a solid legal foundation of Kazakhstan's statehood and a guideline for reforms.
Natalia Pan, Director of the Institute of Parliamentarism, made a presentation at the event. She noted that the constitutional reform of 2022, approved in a national referendum, has become an important stage in the country's political transformation. The reform significantly strengthened the role of Parliament, expanded the rights of citizens and outlined a course towards the formation of a modern legal system. According to Natalia Pan, the Constitution of Kazakhstan has proven its resilience, adaptability and strategic value, remaining a living instrument that ensures a balance between stability and progressive renewal of the state system.
Presentations were made by: Mazhilis deputy Marat Bashimov — on the importance of constitutional control for legal stability; member of the Central Election Commission Asylbek Smagulov — on the development of electoral legislation after the reform of 2022; Director of the Institute of Legislation at the Ministry of Justice Indira Aubakirova — on the Constitution as an instrument of popular representation; representative of the Judicial Administration Asylbek Musralinov — on effective justice as a mechanism of implementation constitutional rights; representative of the Constitutional Court Amir Umarov — on the reflection of rights and freedoms in judicial practice; Zhannetta Kalisheva and Muslim Khasenov (Maqsut Narikbayev University) — on topical issues of legal science and the implementation of reforms in the field of human rights; Farid Aliyev (international law firm ALC Attorneys) — on the need for discussion around the updated version of the Constitution; as well as a lecturer Lidiya Martynova, Maqsut Narikbayev University, on challenges to trust in the judicial system and the limits of constitutional guarantees.
The round table became a platform for a comprehensive discussion of the role of the Constitution as the main guarantor of sovereignty and law and order in Kazakhstan, as well as ways to further improve the country's legal system.
