Training Maslikhat deputies in effective ways to address regional issues

Institute of Parliamentarism has completed a series of practical training sessions for maslikhat deputies and staff members of their offices. The programme was organized jointly with the Foundation for the Development of Parliamentarism in Kazakhstan and the OSCE Programme Office in Astana.
Participants developed practical skills essential to their day-to-day work, including legislative analysis, drafting maslikhat resolutions, working with budget processes, and engaging with local communities.
One of the key exercises involved simulating a maslikhat session. Working in groups, participants examined issues related to housing and utilities and prepared draft resolutions.
The training addressed challenges related to heating supply and the condition of heating networks, electricity quality, access to drinking water in rural areas, road repairs, sewerage and stormwater systems, street lighting, unsafe housing, and utility tariffs.
Particular attention was also paid to solid household waste management, the accessibility of housing and utilities infrastructure for persons with disabilities, and the transparency of budget expenditures.
Experts from the Institute of Parliamentarism spoke about electoral systems, the opportunities and risks associated with the use of artificial intelligence, and responsibility in this area in light of the Republic of Kazakhstan’s Law “On Artificial Intelligence.”
Participants also discussed parliamentary ethics, conflicts of interest, and the prevention of corruption risks.
The speakers included Zauresh Battalova, President of the Foundation for the Development of Parliamentarism in Kazakhstan; Lyazzat Sulaimen, Adviser to the Director of the Institute of Parliamentarism; and Alexey Rogov, Head of the OSCE Programme Office in Astana, who participated online.
Upon completion of the training sessions, participants were awarded certificates and practical recommendations were prepared to support their further work as deputies. The Institute of Parliamentarism will continue its efforts to strengthen the professional competencies of maslikhat deputies and their office staff.
