On October 21, 2026, the Institute of Parliamentarism held a meeting to explain the key provisions of the Regulations on Cooperation between the Administrative Office of the President of the Republic of Kazakhstan, its departments and subordinate organizations, and the Institute of Parliamentarism, approved by Order No. 07/141 of the Head of the Administrative Office of the President of the Republic of Kazakhstan dated October 14, 2026.
The meeting was attended by heads and representatives of the legal departments of the Administrative Office of the President of the Republic of Kazakhstan, the Department of Administrative and Logistical Support of the Kurultai, the Medical Center of the Presidential Administration, and their subordinate organizations.
During the meeting, participants discussed the main mechanisms of cooperation aimed at identifying issues in the application of legislation, conducting legal monitoring and analysis, and developing proposals for improving the legislative framework.
Particular attention was paid to improving the quality of legislative initiatives, ensuring the timely identification of legal risks, and assessing the potential consequences of proposed legislative amendments.
It was emphasized that efforts to improve legislation should begin not with drafting amendments, but with identifying specific problems, analyzing their underlying causes, and determining the most appropriate and well-founded solutions.
Following the meeting, priority areas for further cooperation were identified, including monitoring existing legislation and legislative drafting activities, improving the quality of legal justification for proposed amendments, and ensuring compliance with the procedures and deadlines established by the Regulations.
The Regulations are intended to ensure effective cooperation between the Administrative Office of the President of the Republic of Kazakhstan, its departments and subordinate organizations, and the Institute of Parliamentarism. Their primary purpose is to facilitate the timely assessment of legal risks associated with draft laws proposed by entities holding the right of legislative initiative and to develop proposals for improving legislation based on the analysis of identified law enforcement challenges and the practical needs of organizations within the Presidential Administration system.
