ON THE AGENDA - ISSUES IN THE AGROINDUSTRIAL COMPLEX

On August 20, 2021, in Almaty, on the basis of the Kazakh National Agrarian Research University, the Institute of Parliamentarism held an offline/online round table on the topic: "Problematic issues in the agro-industrial complex."

The round table was attended by deputies of the Mazhilis of the Parliament of the Republic of Kazakhstan, representatives of the ministries of agriculture, ecology, geology and natural resources of the Republic of Kazakhstan, organizations of the quasi-public sector, UNDP, the World Bank, Kazakhstani universities and research institutions and other interested public organizations.

The event was opened by M.M. Makhambetov, who congratulated the participants on the 30th anniversary of Independence of the Republic of Kazakhstan and noted the important role of the agro-industrial complex as one of the important sectors of the economy. Welcoming remarks were made by the First Vice-Minister of Agriculture A.S. Saparov, Rector of the Kazakh National Agrarian Research University, Doctor of Economics, Professor, Academician, Vice-President of the National Academy of Sciences of the Republic of Kazakhstan T.I. Espolov, who noted the special significance of the event.

During the round table, reports were heard of the Deputy of the Mazhilis of the Parliament of the Republic of Kazakhstan, Doctor of Economics, Secretary of the Committee on Agrarian Issues B.S.Ospanov, Deputy of the Mazhilis of the Parliament of the Republic of Kazakhstan, member of the Committee on Agrarian Issues B.M. Sartbaev, Chairman of the Board of JSC "KazAgroFinance" A.G. Prashev, Chairman of the Board of NJSC "National Agrarian Scientific and Educational Center" G.S. Isaeva, Director of the Scientific Research Technological Institute of Animal Husbandry and Bioresources, Doctor of Agricultural Sciences, Professor of the Kazakh National Agrarian Research University B. M. Makhatov, experts United Nations Development Programs S. Baisholanova, D. Lee et al.

Among the urgent problems noted:
- the need to develop a regulatory legal act regulating the activities of wholesale distribution centers (WDC);
- the presence of significant reserves to improve the efficiency of lending to subjects of the agro-industrial complex;
- underdeveloped target areas of lending, their lack of focus on the primary needs of the agro-industrial complex;
- weak monitoring of local executive bodies for ongoing projects, etc.
Based on the results of the round table, recommendations will be developed, which are planned to be sent to the interested state bodies.
