On August 20, 2021, in the city of Almaty, the Institute of Parliamentarism held an offline/online round table on the topic: "Improving enforcement proceedings in the Republic of Kazakhstan" on the basis of the Kazakh National Agrarian Research University.
The round table was attended by deputies of the Senate and Mazhilis of the Parliament of the Republic of Kazakhstan, representatives of the General Prosecutor's Office of the Republic of Kazakhstan, the Supreme Court of the Republic of Kazakhstan, the Ministry of Justice of the Republic of Kazakhstan, the Ministry of Education and Science of the Republic of Kazakhstan, the Ministry of Internal Affairs of the Republic of Kazakhstan, the Commissioner for Human Rights in the Republic of Kazakhstan and the Commissioner for the Protection of the Rights of Entrepreneurs of the Republic of Kazakhstan , representatives of the Central Office of the Nur Otan Party, the United Nations Development Program (UNDP), the Astana International Financial Center, the Court of the Eurasian Economic Union, non-governmental and public organizations, research institutions and other interested organizations.
A draft law on the improvement of enforcement proceedings, which was initiated by the Institute of Parliamentarism together with the deputies of the Mazhilis of the Parliament of the Republic of Kazakhstan, was submitted for wide discussion. During the discussion, the deputies of the Mazhilis of the Parliament of the Republic of Kazakhstan announced a number of amendments to eliminate gaps, conflicts and contradictions in the current legislation of the Republic of Kazakhstan on enforcement proceedings.
The event was moderated by M.M. Makhambetov. He noted that the task of the round table is to implement the concept of a “hearing state”, which must respond promptly and effectively to all requests of citizens.
Based on the results of the round table, recommendations will be developed for the further advancement of the above draft law.
