On April 25, 2024, Almas Kanatov, Executive Director, and Marzhan Zhienbayeva, Head of the Center for Agrarian Issues, Ecology and Environmental Legislation, took part in the international scientific and practical conference "Problems of Reforming Natural Resource Legislation" at the L.N. Gumilev Eurasian National University.
During the conference, issues of reformational development of environmental and natural resource legislation of the Republic of Kazakhstan aimed at improving the legal framework and mechanisms for implementing the transition to a "green economy" in the field of environmental protection and environmental management were discussed.
Almas Kanatov made a welcoming speech, in which he focused on the draft of the new Water Code, within the framework of which the Majilis of the Parliament considers issues of ensuring water security, improving the welfare of the country, including improving the legal framework and mechanisms for implementing a unified state policy in the field of rational use of water resources in the interests of future generations.
In turn, Marzhan Zhienbayeva has prepared a scientific article on the development of water legislation: Water conservation and water supply, in which she draws attention to solving, as a matter of priority, the task of replacing infrastructure in the field of water sector reform.
The author cites the Chinese experience of the BOT wastewater treatment financing model as a solution to this problem. The article will be included in the conference proceedings.
