On May 24, the Institute of Parliamentarism under the UDP of the Republic of Kazakhstan held a round table in the Senate on issues of improving the criminal legislation of the Republic of Kazakhstan.

The purpose of the event is to discuss almost ten years of experience in the Criminal Code of the Republic of Kazakhstan, identify existing problems in criminal legislation and consider ways to improve it.

As Lyazzat Suleimen, deputy director of the Institute of Parliamentarism, noted in her speech, since its adoption the Criminal Code has been undergoing changes. Due to changes in social relations and socio-economic conditions, changes and additions are made to it.
“Currently, deputies of the Mazhilis of Parliament are considering a bill on optimization of the criminal, criminal procedural and criminal executive codes. The government has prepared a sufficient set of amendments, which are being actively discussed by deputies and experts,” said L. Suleimen.

The round table participants noted that the optimization of criminal legislation should be based on an analysis of research in the field of criminology, judicial practice and international standards to ensure that the law meets the requirements of the current situation and responds in a timely manner to its changes. This will reduce the number of wrongful convictions and ensure fairer and more effective punishment for those who commit criminal offenses.

Experts emphasized the importance of developing mechanisms aimed at ensuring the stability of criminal and criminal procedural legislation.

Of course, it is important to take into account the requirements for tougher punishments after high-profile crimes. However, tightening laws is recognized by experts as ineffective, as it can lead to increased repressiveness of legislation, which does not meet the standards of a civilized society. Instead, it is advisable to focus on crime prevention and improving rehabilitation programs for convicts.

The event was attended by deputy of the Senate of Parliament Sovetbek Medebaev, deputy of the Mazhilis of Parliament Abzal Kuspan, member of the Constitutional Court Erlan Sarsembayev, as well as scientists, lawyers, representatives of government bodies and experts.
