Current issues of improving legislation in the field of advocacy and legal assistance were discussed today at a round table by members of Parliament, representatives of government agencies, the legal and legal community, Kazakhstani and foreign experts, scientists.
The event was organized by the Institute of Parliamentarism under the UDP of the Republic of Kazakhstan and the Presidential Center of the Republic of Kazakhstan.
In his speech at the fifth meeting of the National Council of Public Trust, President Kassym-Jomart Tokayev stressed that "building a rule of law is impossible without a strong and independent legal profession."
The draft law initiated by the deputies on improving procedural legislation, advocacy and legal assistance, out-of-court and pre-trial dispute resolution is currently under consideration in the Mazhilis of Parliament.
According to the deputies who initiated the bill, the amendments and additions are aimed at creating appropriate guarantees for the independence of lawyers and legal consultants, providing high-quality legal assistance to citizens, expanding the procedural powers of lawyers and ensuring guarantees of advocacy.
 The following problematic issues were discussed at the round table: expanding the procedural powers of a lawyer; ensuring guarantees of advocacy, reviewing the norms on liability for obstructing the activities of a lawyer; providing state-guaranteed legal assistance (GGUP); "entering" the profession and terminating powers; organization of advocacy and legal assistance, areas of client relations, strengthening the organization advocacy, grounds for disciplinary responsibility.
Deputy Director of the Institute of Parliamentarism Berik Bekzhanov, opening the round table, expressed confidence that the round table is the beginning of a lot of work to improve legislation on advocacy and legal assistance.
 The round table was attended by deputies of the Senate and Mazhilis Amangeldy Tolamisov, Abzal Kuspan, Bakytzhan Bazarbek; judge of the Constitutional Court Aizhan Zhatkanbayeva; Chairman of the Scientific Advisory Council of the Republican Bar Association - Sergey Sizintsev; Chairman of the Republican Board of Legal Consultants of Kazakhstan Serik Akylbai. Colleagues from CIS countries joined the meeting online: Chairman of the Presidium of the Bar Association of the Republic of Azerbaijan - Anar Bagirov, member of the Bar Council of the Kyrgyz Republic - Aizhan Kadyrova, Chairman of the Union of Lawyers of the Republic of Tajikistan - Alisher Haidarov, etc.
The recommendations formed on the basis of the materials of the round table will be sent to the authorized bodies and the Parliament.
