A working meeting was held at the Institute of Parliamentarism under the leadership of Director Kanatbek Safinov, which was attended by scientists and representatives of animal rights organizations. The topic of discussion was the draft law "On amendments and additions to the Law of the Republic of Kazakhstan "On responsible treatment of animals".

The reason for the legislative initiative was the instruction of the Head of State K.K. Tokayev regarding stray dogs, announced on April 19, 2023 at a meeting on the socio-economic development of the country.

Currently, the draft Law is under consideration in the Mazhilis of the Parliament of the Republic of Kazakhstan.

At the workshop, experts and representatives of animal rights organizations expressed their opinions and positions on the bill. The international experience of regulating stray animals and the legislative practice of the Russian Federation were discussed. Including the recently adopted decision by the Constitutional Court of the Russian Federation on the issue of determining the grounds for killing animals without owners (resolution of the Constitutional Court of the Russian Federation dated 07/18/2024).

In addition, international documents to which Kazakhstan is a party were touched upon, such as the Decision of the Council of Heads of Government of the CIS dated June 1, 2018 "On a set of joint actions of the CIS member States on rabies prevention and control for the period up to 2025", adopted in Dushanbe.

Following the meeting, further steps were identified to improve the legislation on responsible treatment of animals, taking into account the opinions and suggestions expressed.
