From July 1, 2025, three independent cassation courts with uniform rules of appeal and review will be launched in Astana. The Committee on Legislation and Judicial Reform of the Mazhilis of the Parliament of the Republic of Kazakhstan held a round table on the site of the Supreme Court to discuss the creation of cassation courts.

The high interest of experts in the institute of "continuous" cassation, demonstrated during the public discussion of the draft law, underlines its importance and relevance for legal practice and the public. The meeting was attended by deputies of the Mazhilis of the Parliament of the Republic of Kazakhstan, the leadership of the Supreme Court, the Judicial Administration, the Republican Bar Association, the Institute of Parliamentarism, representatives of the Prosecutor General's Office and the legal community.

The speech of the Chairman of the Committee on Legislation and Judicial Reform of the Mazhilis of the Parliament of the Republic of Kazakhstan Snezhanna Imasheva at the opening of the round table highlights the key goals and importance of the reform. The main task of the reform of the judicial system, including the creation of new cassation courts and the introduction of "continuous" cassation, is to ensure the full implementation of the constitutionally guaranteed right to judicial protection and increase confidence in the courts.

 Chairman of the Board of Civil Affairs of the Supreme Court Nurserik Sharipov stressed the importance of legislative changes in the field of justice and the initiative of the working group and deputies who contributed to the legislative process. In turn, he noted the joint and fruitful work with the UDP Institute of Parliamentarism and expressed great gratitude to Director Kanatbek Safinov for his huge contribution to the development of draft laws.

 

Majilismen Marat Bashimov, Bakhytzhan Bazarbek and Nursultan Baytilesov, as well as chairmen of the Republican Bar Association Aydin Bikebayev and the Kazakhstan Union of Lawyers Serik Akylbai, spoke at the round table.

The discussion on the creation of cassation courts allowed all the speakers and participants of the discussion to focus on key aspects of their effective functioning. Special attention was paid to the need to ensure the genuine independence of judges, as well as transparency and publicity of the selection process for judicial positions.

Following the discussion, the participants and the judicial corps expressed their readiness to continue working on proposals from the legal community aimed at ensuring impartial, fair and independent justice.
