An international scientific and practical conference «The Constitution: Embodying the values of the Rule of Law, Civil Society and the modern State» was held in the Constitutional Court together with the Institute of Parliamentarism.
The event was attended by judges of the Constitutional Court, members of Parliament, representatives of government agencies, scientific and legal communities, the OSCE office in Astana, as well as experts from Germany, Finland, Switzerland, Uzbekistan and Kyrgyzstan. The participants exchanged views on the role of constitutional control in promoting human rights and freedoms. Among the speakers were Deputy of the Senate of the Parliament Argynbekova Ainur Serikpaevna and deputies of the Mazhilis Magerramov Maggeram Mammadovich, Bashimov Marat Sovetovich and Shapak Unzila, who expressed their views on the issues under discussion.
The main attention was paid to the improvement of constitutional justice in the context of ensuring the sustainable development of the state and society. International experts presented their approaches and models of constitutional control.
The Chairman of the Constitutional Court, Elvira Asimova, opened the conference with a welcoming speech, congratulating the participants on the upcoming Constitution Day and noting the importance of multilateral dialogue. She stressed that ensuring constitutional legality is a common task of all state bodies and officials within the framework of the rule–making and law enforcement process.
«All government agencies and officials should work systematically, systematically and purposefully in this direction. At the same time, the participation of citizens in this process plays an important role. The high level of legal culture of the population contributes to the strengthening of statehood, the preservation of security and law and order», Asimova said.
By August 2024, the Constitutional Court had considered more than 7 thousand appeals from citizens. Based on the results of consideration of citizens' appeals, he adopted 252 decisions, of which 50 normative resolutions on the merits of checking for compliance with the Constitution of specific norms of laws and by-laws.
Chairman of the Supreme Court of the Republic of Kazakhstan Aslambek Amangeldievich Mergaliev, made a welcoming speech, emphasizing the importance of the mission to protect human rights and fundamental freedoms entrusted to the Constitutional Court. In his address, he noted that the Constitutional Court in its decisions is based on such fundamental concepts as law, justice and humanism, which form the national constitutional identity of the country.
The director of the Institute of Parliamentarism, D.yu.n. Safinov Kanatbek, noted that the Constitution is not just a legal act. This is the basis of our state structure, which guarantees the stability and prosperity of our society. Kazakhstan is proud of its Basic Law, which reflects both our historical identity and modern global trends. The principles of democracy, equality, unity and the rule of law are unshakable values that determine the direction of the country's long-term development. Our Basic Law meets the challenges of the time, reflects the current demands of society and has a powerful potential for further evolutionary transformations of the political system and socio-economic relations.
The experts noted that the recommendations developed during the conference are aimed at further improving constitutional justice and strengthening the rule of law in the country. The results of the forum confirmed the importance of dialogue between the state, society and international experts to promote democratic values and ensure the rule of law.
