On September 11, 2024, a meeting was held at the Institute of Parliamentarism on issues of improving standard-setting activities. The main purpose of the event is to improve the process of drafting laws and reduce bureaucratic barriers.
The meeting was moderated by Kanatbek Safinov, Director of the Institute of Parliamentarism, Doctor of Law, who in his opening speech stressed the need to update approaches to lawmaking. Among the main problems requiring attention, frequent changes in legislation, insufficient scientific study of draft laws and the lack of clear boundaries between laws and by-laws were highlighted.
The presented concept is aimed at solving these issues by improving the planning of legislative activities, establishing clear principles of legal regulation and improving the quality of scientific expertise.
An important element of the reform is the elimination of duplicate norms and the introduction of mandatory regulatory impact assessment, which will allow to assess the consequences of the proposed changes in advance and improve their quality.
The discussion was attended by deputies of the Committee on Legislation and Judicial Reform of the Mazhilis of the Parliament of the Republic of Kazakhstan, including its chairman S.Imasheva, as well as deputies B.Bazarbek, N.Dementieva, D.Isabekov, U.Shapak, D.Naumova and N.Baytilesov.
Snezhanna Imasheva emphasized the importance of this topic, stressing that deputies are ready to actively participate in the work on improving legislation and the importance of ensuring the stability of legislation.
Following the meeting, it was decided to continue working on the draft, taking into account the proposals made, and submit it for further consideration in Parliament.
