THE PUBLIC COUNCIL UNDER THE MINISTRY OF INTERNAL AFFAIRS DISCUSSED THE DEVELOPMENT OF A NEW LAW ON THE PREVENTION OF OFFENSES

On September 13, 2024, an extraordinary meeting of the Public Council dedicated to the development of a new Law «On the Prevention of Offenses» was held at the Ministry of Internal Affairs of the Republic of Kazakhstan.

The initiative to develop a new Law comes from the Message of President Kassym-Jomart Tokayev to the People of Kazakhstan dated September 2, 2024, entitled «Fair Kazakhstan: law and order, economic growth, public optimism».

In his speeches, the Head of State stressed that the implementation of this Law requires the active participation of all levels of government and the broad involvement of civil society. This is necessary to achieve the rule of law and ensure the safety of every citizen.

The meeting was attended by representatives of civil society, Chairman of the Public Council of the Ministry of Internal Affairs of the Republic of Kazakhstan Rahim Oshakbayev, as well as members of Parliament, representatives of government agencies, scientists and public figures.

The director of the Institute of Parliamentarism at the UDP of the Republic of Kazakhstan, Doctor of Law Kanatbek Beisenbekovich Safinov made a welcoming speech. In his speeches, he focused on the importance of improving the legal literacy of the population, which was announced by the President at the expanded board of the Ministry of Internal Affairs on January 22, 2022. The President noted that low legal awareness contributes to the emergence of negative social phenomena and slows down the development of the country. Therefore, government agencies should actively work to overcome legal nihilism and build respect for the law among citizens.

The Institute of Parliamentarism, at the initiative of the deputies of the Senate, prepared proposals to the bill aimed at strengthening the role of citizens in the process of crime prevention, which were discussed in June this year at a round table on the topic: «Crime prevention: the basis of the principle of zero tolerance for illegal acts».

Following the discussion, the participants noted that the legislative proposals would take into account the views of various social groups and increase the effectiveness of crime prevention in the country.
