The issue of road safety remains one of the key challenges in Kazakhstan. The high rate of accidents, insufficient infrastructure, and non-compliance with traffic rules require a systematic approach and stricter regulatory measures. These issues were the focus of a round table discussion organized by the Senate Committee on Constitutional Legislation, Judicial System, and Law Enforcement Agencies.
Opening the meeting, the Chairman of the Senate Committee, Nurlan Beknazarov, emphasized that the current situation calls for new, more effective regulatory methods. Road safety is not just about tightening fines but also involves comprehensive infrastructure development, digitalization of transport control, and raising driving culture among citizens.
Senator Marat Kozhaev highlighted that preventing road accidents should be a priority. He stressed the importance of strengthening control over the technical condition of vehicles and increasing the number of surveillance cameras on the roads. Deputy Minister of Transport, Satzhan Ablaliev, spoke about the state of roads during the winter period, emphasizing the need to enhance monitoring of road maintenance quality and timely snow removal.
Deputy Director of the Institute of Parliamentarism, L.Zh. Suleimen, presented an analysis of international experience in road safety. In some countries, particular attention is paid to stricter penalties for repeat offenses, while others implement “smart road” technologies to reduce accident rates. Kazakhstan needs to adapt advanced methods considering national specifics.
Based on the results of the meeting, a set of recommendations will be prepared to improve legislation, enhance infrastructure, and strengthen preventive measures. These proposals will be submitted to government agencies for further consideration and implementation.
