Yesterday, a roundtable titled “The Institution of the Presidency in the Republic of Kazakhstan: Evolution, Challenges, and Prospects” was held in Astana, organized by the Presidential Center of the Republic of Kazakhstan. The event was moderated by Bakytzhan Berikbaevich Temirbolat, Director of the Presidential Center and Candidate of Political Sciences.

The aim of the roundtable was to conduct a comprehensive analysis of the role of the presidency within Kazakhstan’s system of state governance, its transformation amid ongoing political reforms, as well as to discuss current challenges and strategic directions for future development.

The event brought together representatives of the academic community, government institutions, and analytical centers.

Indira Uralovna Aubakirova, Director of the Institute of Legislation and Legal Information of the Republic of Kazakhstan under the Ministry of Justice, Doctor of Law, and Professor, delivered a keynote speech. Her presentation focused on the legal foundations and institutional development of the presidency, emphasizing its significance in the context of building a rule-of-law state.

Representing the Institute of Parliamentarism, Almas Kanatovich Kanatov, Executive Director and Associate Professor, delivered a presentation on the topic “Presidential Legislative Initiatives and Interaction with Parliament.” He highlighted the President’s central role in legislative innovation and stressed the importance of effective collaboration with the Parliament to ensure sustainable political progress.

Providing a historical and political science perspective on the evolution of the presidential institution, Zhaksarbai Ilyasovich Kuanyshev, Chief Research Fellow at the Institute of State History of the Science Committee under the Ministry of Science and Higher Education of the Republic of Kazakhstan, explored the key stages of the presidency’s development within the broader historical and political context.

In addition, other leading experts in law, history, and public policy shared their insights during the roundtable, contributing to a substantive and multidimensional discussion.

The event underscored the high level of interest within the expert community in the ongoing development of the institution of the presidency. Participants emphasized the need for continued academic research, the strengthening of interagency collaboration, and the advancement of interdisciplinary dialogue.
