Natalya Vissarionovna Pan has been appointed Director of the RSE “Institute of Parliamentarism” by order of the Head of UMTO, following the results of a competitive selection process.

Today, on June 17, the Head of UMTO, Serik Bakhtiyar, introduced the new director to the team and wished her a successful and fruitful tenure.

Natalya Pan was born on February 26, 1979, in the city of Abai, Karagandy Region.

She graduated from E.A. Buketov Karaganda State University with a degree in International Law, from the Karaganda Institute of Contemporary Education “Bolashak” with a specialization in Finance, and from Columbia University in the USA with a degree in Economics.

She began her professional career in 1999 at the Ministry of Finance of the Republic of Kazakhstan, where she worked until 2003 as Chief Specialist, Head of Department, and Deputy Head of the Legal Expertise, Legislation Systematization, and Legal Education Division.

Throughout her career, she has served as Chief Consultant of the Legislation and Legal Expertise Department of the Presidential Administration of the Republic of Kazakhstan, Deputy Chair of the Registration Service and Legal Assistance Committee of the Ministry of Justice of the Republic of Kazakhstan, Deputy Director of the Department for Registration Services and Legal Services Organization, and Director of the Department for Intellectual Property Rights of the Ministry of Justice of the Republic of Kazakhstan.

From 2017 to 2022, she held the position of Vice Minister of Justice of the Republic of Kazakhstan.

Prior to her appointment as Director of the Institute of Parliamentarism, Natalya Pan led the Center for Social Projects and Public Initiatives.

She has been awarded the “Kurmet” Order.
