On August 27, the Kazmedia Center hosted an international expert meeting on the topic "The Constitution of the Republic of Kazakhstan: 30 years of strengthening statehood and the rule of law." The organizers were the Auyl party and the Institute of Parliamentarism. The main focus of the discussions was the role of the Constitution as the legal basis of the state and a key instrument of political modernization.

Natalia Pan, Director of the Institute of Parliamentarism, stressed that the Constitution of Kazakhstan not only consolidated the system of separation of powers, but also created conditions for the development of strong parliamentarism. Among the most significant changes, she highlighted the expansion of the Senate's powers to coordinate candidates for key government positions, the revision of legislative procedures and the structure of Parliament, the introduction of parliamentary control over budget processes, the creation of the Supreme Audit Chamber and the transition to a mixed proportional-majority system of elections. According to her, these reforms have strengthened the role of parliamentarism and strengthened public confidence in the public administration system.

The discussion was attended by deputies of the Mazhilis, leading legal scholars, political scientists and representatives of public institutions of Kazakhstan, Russia and Kyrgyzstan. Among them are MP Marat Bashimov, Professor of MGUA Igor Ostapovich (Russia), Professor of ZHAGU Kundyz Sabirova (Kyrgyzstan), Director of the Institute of Legislation at the Ministry of Justice Indira Aubakirova, Chairman of the Board of the Kazakhstan Institute of Social Development Nurbek Matzhani, as well as representatives of Dulaty University, Maqsut Narikbayev University, L. N. Gumilyov ENU and other organizations.

The purpose of the meeting was an expert understanding of the role of the Constitution in strengthening statehood, an analysis of the results of the 2022 referendum and the impact of reforms on the development of the legal system. The participants paid special attention to the need to combine national constitutional foundations with international best practices.

The International Expert Meeting in Astana has become an important platform for discussing the future constitutional development of Kazakhstan in the context of the 30th anniversary of the country's Basic Law.
