On August 29, Maqsut Narikbayev University hosted an international scientific and practical conference "Constitution and Statehood: a dialogue of law and the future", dedicated to the 30th anniversary of the Constitution of the Republic of Kazakhstan.

The conference brought together Kazakhstani legal experts and Russian legal scholars. Key issues of lawmaking were discussed at the university site: the quality of legislation through the prism of the Constitution, mechanisms for protection against legal populism and distortions, as well as prospects for the development of law in the context of digitalization and global challenges.

At the beginning of the conference, Natalia Vissarionovna PAN, Director of the Institute of Parliamentarism, and Vladimir Vasilyevich Volkov, Secretary of the Institute's Expert council, were awarded a jubilee medal dedicated to the 30th anniversary of the Constitution of the Republic of Kazakhstan.

The participants paid special attention to the correlation of normative legal acts with the Constitution, the functions of constitutional control and the role of state bodies in ensuring the supremacy of the Basic Law.

The session was moderated by Natalia Pan, Director of the Institute of Parliamentarism, and Marat Akhmadi, Vice Provost for Science and Research at MNU. In her opening remarks, Natalia Pan noted the need to improve the legislative process and adapt it to socio-economic and political changes.

Foreign experts also took part in the discussion. Among them are Olga Bazhenova, Doctor of Law, Associate Professor at Moscow State University; Svetlana Narutto, Professor at the Kutafin Moscow State Law University; Aigul Chupilkina, Candidate of Law, Associate Professor at Moscow State Law University, specialist in foreign and Russian constitutional law; Igor Ostapovich, Doctor of Law, Professor at Moscow State Law University.

The conference became an important stage of the expert dialogue on the future of the legal system. According to the participants, the Constitution is perceived today not only as the foundation of statehood, but also as a tool for ensuring the development of the country in the context of digitalization and global changes.
