On September 16, 2025, the Institute of Parliamentarism at the UDP of the Republic of Kazakhstan held a wide discussion of the draft law "On the prevention of offenses". The meeting was attended by deputies of the Mazhilis, members of the National Commission for Women and Family and Demographic Policy under the President, as well as representatives of interested government agencies and non-governmental organizations involved in the protection of women's and children's rights.

Deputy Director of the Institute of Parliamentarism at the UDP of the Republic of Kazakhstan Lyazzat Zhanylykyzy Suleimenov noted that this document, developed in accordance with the instructions of the Head of State, is aimed at improving the system of prevention of domestic violence, ensuring the safety of women and children, as well as improving the legal culture.

Also, Deputy of the Mazhilis, Chairman of the Committee on Legislation and Judicial Reform Snezhanna Valeryevna Imasheva stressed the importance of the bill. Alexey Kazimirovich Milyuk, Deputy Chairman of the Administrative Police Committee of the Ministry of Internal Affairs of the Republic of Kazakhstan, drew attention to the mechanisms of law enforcement. Lawyer, human rights defender, member of the National Kurultai under the President of the Republic of Kazakhstan, Deputy Chairman Aiman Muratovna Omarova focused on the protection of victims of domestic violence. Chairman of the Board of the Union of legal entities "Union of Crisis Centers" Zulfiya Mukhamedbekovna Baysakova expressed her opinion on violence prevention measures. Associate Professor of MNU University JSC, international legal expert Muslim Khanatovich Khasenov shared his vision of the draft law. Almagul Rashitovna Khasenova, Chief Specialist of the Center for the Judicial System and Law Enforcement Agencies of the Institute of Parliamentarism, shared her expert opinion.

The draft law combines five existing laws, including the Law of the Republic of Kazakhstan "On the Prevention of Domestic Violence." Among the new standards are the recognition of domestic violence as a criminal offense, tougher responsibility for all forms of violence against children, and the introduction of a comprehensive system of preventive measures.

In this regard, the members of the National Commission raised the question of how the norms of the Law "On the Prevention of Domestic Violence" of 2009 are taken into account and will be implemented in the new draft law.
