The third meeting of the Working Group on Parliamentary Reform was held in Astana under the chairmanship of State Counselor Yerlan Karin.
During the meeting, Director of the Institute of Parliamentarism Natalia Pan delivered a report on proposals submitted by citizens and experts aimed at improving the Parliament’s lawmaking function.
Yerlan Karin emphasized that the parliamentary reform initiated by the Head of State is a logical continuation of the large-scale political modernization being carried out within the framework of the formula: “Strong President — Influential Parliament — Accountable Government.” According to him, the main goal of the reform is to enhance the efficiency and quality of the legislative process.
According to the Director of the Institute of Parliamentarism, public interest in the parliamentary reform continues to grow.
“We are observing positive dynamics in the number of submissions through the e-Otinish platform in the ‘Parliamentary Reform’ section. To date, more than 400 initiatives have been registered. It is particularly valuable that many of them are aimed at improving the Parliament’s lawmaking function and increasing the transparency of legislative procedures,” Natalia Pan noted.
Deputy Head of the Working Group Yerzhan Zhiyenbayev presented key approaches to modernizing the legislative process, developed on the basis of the proposals received. Members of the Working Group also shared their ideas on organizing legislative work and improving the quality of adopted laws.
Participants of the meeting emphasized that parliamentary reform is an important stage of the country’s political modernization, aimed at strengthening the role of the legislative branch and developing professional parliamentarism.
Following the meeting, Yerlan Karin instructed that all submitted proposals be consolidated and analyzed. Work on improving the parliamentary system will continue at subsequent meetings of the Working Group.
