An agreement aimed at making model lawmaking within the Commonwealth more practical and technology-driven has been signed in Saint Petersburg. The signing ceremony took place during the international conference “Building Trust in the Institution of Elections and Referendums.”

The document was signed by Dmitry Kobitsky, Secretary General of the Council of the IPA CIS, and Natalia Pan, Director of the Institute of Parliamentarism. The agreement formalizes the Institute of Parliamentarism’s role as a leading expert center within the model lawmaking system.

The main area of cooperation is the comprehensive development of parliamentary institutions. This includes conducting in-depth research, harmonizing interstate legal standards, and integrating advanced international practices into joint initiatives to improve the quality of adopted legislation.

The signing of the document confirms that modern parliamentarism requires strong expert support. By combining the resources of the Institute of Parliamentarism and the IPA CIS, the parties aim not only to develop high-quality model laws, but also to foster a unified and sustainable legal space across the Commonwealth, guided by the best global practices.
