On March 26, 2026, two-day practical trainings for maslikhat deputies and their staff began in Kostanay, aimed at improving professional competencies in the field of public service, legislation and management at the local level. The main purpose of the event is to develop effective communication skills, ethical use of artificial intelligence, deepen knowledge of the regulatory framework, as well as improve practical skills in analyzing, making decisions and monitoring the implementation of local budgets.
Welcoming words were addressed to the participants: ● President of the Foundation for the Development of Parliamentarism in Kazakhstan Zauresh Battalova, ● Head of the OSCE Program Office in Astana, Ambassador Alexey Rogov, ● Chairman of Kostanay regional maslikhat Sailaubek Eschanov, ● Lyazzat Suleimenov, Deputy Director of the Institute of Parliamentarism. In their speeches, the speakers stressed the importance of raising the professional level of the parliamentary corps, developing an open dialogue with the public and strengthening the principles of transparency and accountability at the local level. It was noted that this training plays a key role in the formation of practical skills and modern approaches necessary for the effective work of deputies and employees of their offices in Kostanay region, in particular for the regional maslikhats of the region. As part of the training, the Deputy director of the Institute of Parliamentarism, Suleimenov L., as well as the staff of the Institute Kabylbayeva M. and Nugmanova A. gave lectures and held practical sessions.
Suleimenova presented a lecture on the mechanisms of modern electoral systems. Kabylbaeva M. presented an overview of the legislation on local self-government and organized practical work on the analysis of cases, including complaints from citizens, issues of local importance and requests for infrastructure improvement, followed by the development of proposals for maslikhat solutions. Nugmanova A. She highlighted the use of artificial intelligence in the activities of government agencies, revealing its capabilities, risks and issues of responsibility in the context of the Law of the Republic of Kazakhstan "On Artificial Intelligence". On the second day of the event, sessions were held on budget control, transparency of government spending and solving urgent problems of housing and communal services in the region.
The training program is built in an interactive format and includes lectures, workshops, situation modeling and group work. Participants have the opportunity not only to get acquainted with the theoretical aspects, but also to develop practical decision-making skills in conditions as close as possible to the real activities of maslikhats. Following the results of the training, the participants were awarded certificates, as well as practical recommendations for further application in parliamentary activities.
