On April 9-10, 2026, two-day practical trainings were held in the Almaty region for deputies of maslikhats and their staff. The event is organized by the Institute of Parliamentarism in cooperation with the Foundation for the Development of Parliamentarism in Kazakhstan and the OSCE Program Office in Astana.

The main objectives of the training were: the formation of competencies in the field of effective communication and ethics of public service, an in-depth understanding of the regulatory framework of maslikhats, the development of skills in analysis, management of local budgets and decision-making.

Welcoming words were addressed to the participants: • Zauresh Battalova, President of the Foundation for the Development of Parliamentarism in Kazakhstan, • Lyazzat Suleimenov, Deputy Director of the Institute of Parliamentarism, • Baigodzhaev Kuat, Chairman of the Almaty regional Maslikhat, • Ambassador Alexey Rogov, Head of the OSCE Program Office in Astana. The speakers stressed the importance of improving the professional level of the deputy corps and the formation of modern approaches to the effective work of the maslikhats of the Almaty region.

The first day was devoted to issues of interaction with voters, digital transparency tools and ethical standards of parliamentary activity. The staff of the Institute of Parliamentarism conducted lectures and practical exercises: • M. Kabylbayeva — review of legislation on local self-government and practical work on case analysis: complaints from citizens, issues of local importance, requests for infrastructure improvement. As a result, each working group submitted draft proposals for Maslikhat decisions.; • A. Nugmanova — Artificial intelligence: opportunities, risks and responsibilities in the context of the Law of the Republic of Kazakhstan "On Artificial Intelligence".

The second day was focused on budget control and topical issues of housing and communal services in the region. The participants worked with real budget reports, prepared recommendations, and simulated public hearings. In the format of a simulation session of the Maslikhat, deputies discussed the most acute problems of housing and communal services in the Almaty region: deterioration of water and heating networks, lack of centralized water supply in villages, gasification issues, the condition of roads inside settlements, unauthorized landfills and transparency of tariff setting.

The training program was completed by L.Suleimenov with a lecture on the mechanisms of modern electoral systems. The training program was built in an interactive format: lectures were combined with master classes, group work and simulation of real situations. The participants not only got acquainted with the theoretical aspects, but also worked out practical decision-making skills in conditions close to the real activities of maslikhats.

Following the results of the training, the participants were awarded certificates and practical recommendations were formed for use in parliamentary activities.
