On May 13, 2026, the presentation of the scientific journal "Bulletin of Parliamentarism", a new scientific and analytical publication of the Institute of Parliamentarism, took place in the Library of the Parliament of the Republic of Kazakhstan. The event brought together members of Parliament, representatives of government agencies, the scientific and expert community, becoming a platform for discussing topical issues of the development of parliamentarism and the improvement of legislative activity.

The Director of the Institute of Parliamentarism, N.V. Pan, delivered a welcoming speech to the participants. In her speech, she stressed that the creation of a specialized scientific journal is an important step in the development of Russian parliamentary science and expert analytics. The Director of the Institute noted the importance of bringing together the scientific community, practitioners and government representatives on a single intellectual platform, expressing confidence that the journal would make a significant contribution to the development of high-quality scientific discussion and improvement of the legislative process.

It was also noted that the first issue of the journal "Bulletin of Parliamentarism" received congratulatory messages from Deputy Chairman of the Senate of the Parliament of the Republic of Kazakhstan J.K. Asanov, Deputy Chairman of the Mazhilis D.M. Espayeva, Chairman of the Constitutional Court of the Republic of Kazakhstan E.A. Azimova, Minister of Science and Higher Education of the Republic of Kazakhstan Sayasat Nurbek and Chairman of the Steering Committee of the Astana Civil Service Hub A.M. Baimenova. At the end of her speech, N.V. Pan wished the new publication successful development, a wide readership and relevance in the scientific and expert environment.

Welcoming remarks were also made by Deputy Chairman of the Senate of the Parliament of the Republic of Kazakhstan Olga Perepechina, Deputy of the Mazhilis of the Parliament of the Republic of Kazakhstan Natalia Dementieva, Deputy Head of the Logistics Department Alinur Bolatuly, as well as Chairman of the Committee on Quality Assurance in Science and Higher Education of the Ministry of Science and Higher Education of the Republic of Kazakhstan Adlet Toibayev.

In their speeches, the speakers emphasized the importance of forming a modern scientific and expert platform capable of bringing together representatives of the academic community, government agencies and practitioners to discuss current challenges in the field of lawmaking and public administration.

The presentation of the concept of the journal was made by the head of the Center for Scientific Research, Saulen Nurzhan, who presented the key directions and scientific mission of the publication. Aliya Zavotpayeva, a specialist at the Center for Scientific Research, familiarized the participants with the layout of the journal, the structure of the official website, and the digital capabilities of the journal's platform — vestnik-parlamentarizma.kz .

During the discussion, the participants exchanged views on improving the legislative process, developing parliamentary research, improving the quality of law-making and strengthening cooperation between the scientific and expert community. It was noted that the creation of a specialized scientific journal would be an important step in the development of Russian parliamentary science and the formation of a professional expert environment.
