On May 28-29, 2026, two-day practical trainings for deputies of maslikhats and their staff were held in Atyrau region. The event is organized by the Institute of Parliamentarism in cooperation with the Foundation for the Development of Parliamentarism in Kazakhstan and the OSCE Program Office in Astana.

The main objectives of the training were: the formation of competencies in the field of effective communication and ethics of public service, an in-depth understanding of the regulatory framework of maslikhats, the development of skills in analysis, management of local budgets and decision-making.

Welcoming words were addressed to the participants:

 • Zauresh Battalova, President of the Foundation for the Development of Parliamentarism in Kazakhstan,

 • Lyazzat Suleimenov, Deputy Director of the Institute of Parliamentarism,

 • Arman Khairullin, Acting Chairman of Atyrau Regional Maslikhat,

 • Ambassador Alexey Rogov, Head of the OSCE Program Office in Astana (in online format),

• Habibullah Mollakanagatuly, Head of the Organizational and Control Department of the Office of the Senate of the Parliament of the Republic of Kazakhstan.

The speakers emphasized the importance of improving the professional level of the deputy corps and developing modern approaches to the effective work of the Atyrau region maslikhats.

The first day was devoted to issues of interaction with voters, digital transparency tools and ethical standards of parliamentary activity. The staff of the Institute of Parliamentarism, M.Kabylbayeva and A.Nugmanov, conducted lectures and practical exercises on methods of dealing with citizens' appeals, preventing corruption risks, and using artificial intelligence in the context of the Law of the Republic of Kazakhstan "On Artificial Intelligence." The participants in the subgroups analyzed real-world cases: citizens' complaints, local issues and requests for infrastructure improvement, after which they presented draft proposals for maslikhat decisions.

The second day was focused on budget control and topical issues of housing and communal services in the region. The participants worked with real budget reports, prepared recommendations, and simulated public hearings. Continuing the program, Deputy Director of the Institute of Parliamentarism L.Suleimenov gave a lecture on the mechanisms of modern electoral systems.

In the format of a simulation session of the Maslikhat, deputies discussed the most acute problems of housing and communal services in Atyrau region: deterioration of utility networks, shortage of high-quality drinking water, dilapidated and dilapidated housing, poor quality of road infrastructure inside settlements, flooding of residential areas and lack of a storm system, problems of solid waste disposal, low energy efficiency of apartment buildings, as well as issues of infrastructure accessibility for people with disabilities and transparency of the activities of public utilities.

The training program was built in an interactive format: lectures were combined with master classes, group work and simulation of real situations. The participants not only got acquainted with the theoretical aspects, but also worked out practical decision-making skills in conditions close to the real activities of maslikhats.

Following the results of the training, the participants were awarded certificates and practical recommendations were formed for use in parliamentary activities.
