On June 19, 2026, the Presidential Center hosted an international round table on the topic: "The new Constitution of the Republic of Kazakhstan: public dialogue and legal guidelines for development". The event was organized by the Institute of Parliamentarism.

The international round table was held as part of the implementation of paragraph 32 of the Action Plan to clarify the Constitution of the Republic of Kazakhstan, adopted at the republican referendum on March 15, 2026 (approved by Resolution of the Government of the Republic of Kazakhstan No. 237 dated April 8, 2026). Natalia Pan, Director of the Institute of Parliamentarism, moderated the discussion. Bakytzhan Temirbolat, Director of the Presidential Center, addressed the participants with a welcoming speech.

Immediately after the welcoming part, we moved on to hearing reports from government and public figures, as well as leading domestic and foreign experts.

Deputy of the Senate of the Parliament of the Republic of Kazakhstan and member of the Committee on Socio-Cultural Development and Sciences Aigul Kapbarova presented her vision of the legal vectors of the country's development. Oleg Sherstoboev, Associate Professor of the Department of Administrative and Financial Law at the MGIMO Faculty of International Law of the Ministry of Foreign Affairs of the Russian Federation, joined the discussion in an online format. The foreign academic sector was also represented by Kunduz Sabyrova, Professor of the Department of Civil Law and Advocacy at B. Osmonov Jalal-Abad State University, who joined the discussion remotely. Azamat Baigaliev, Deputy Chairman of the Board of the NAO "Kazakhstan Institute of Social Development", made a report on the results of ongoing analytical research. The head of the Department of the Constitutional Court of the Republic of Kazakhstan, Elmira Kaliyeva, highlighted the features of constitutional control and the specifics of legal support for citizens' appeals in her speech.

The scientific and theoretical aspects of the reform were developed in their reports by Indira Aubakirova, Professor at Maqsut Narikbayev University, Zhamaladen Ibragimov, Professor at L.N. Gumilyov ENU, and Lyazzat Yerkinbayeva, Chairman of the Board and Rector of M.H. Dulati Taraz University, who participated in the online round table. The practical nuances of the constitutional implementation were touched upon by Tolkyn Nurysheva, Director of the Scientific and Educational Center for State and Legal Disciplines at the Academy of Justice under the Supreme Judicial Council of the Republic of Kazakhstan, Mohammed Gali, Deputy Director of the Institute of Applied Ethnopolitical Studies, Guliskhan Nakhbayeva, Director of the Youth Research Center, and Kamila Tleubayeva, Director of Organizational Development at Astana Open Dialogue.

After the conclusion of the main session of the reports, an open and dynamic discussion took place, during which the speakers were able to exchange views in detail on a wide range of issues related to the practical implementation of the updated constitutional norms.

Following the meeting, the participants expressed their support for the new Constitution, noting its strategic importance for the further development of the state, strengthening democratic institutions and enhancing the role of citizens in making key decisions.
