A training seminar was held at the Institute of Parliamentarism on the topic: "Current issues of record keeping in the state language." The event was devoted to discussing the key issues of preparing official documents, in particular draft laws, in the Kazakh language, as well as ways to improve linguistic norms in the field of rulemaking.

The seminar brought together representatives of government agencies and specialized specialists. Among them are Gulnur Yersultanova, Head of the Kaztest System Development Department at the National Testing Center, Ayerke Zinedina, researcher at the Sh.Shayakhmetov National Scientific and Practical Center, Madina Ospanaly, a leading expert at the Ministry of Justice of the Republic of Kazakhstan, Colonel Aynur Orazgaliyeva, Head of the Department for the Implementation of Language Policy at the Ministry of Defense of the Republic of Kazakhstan, as well as editorial staff.-Publishing Department of the Staff of the Senate of the Parliament of the Republic of Kazakhstan.

Opening the event, Berik Aidarbekovich Bekzhanov, Acting Director of the Institute of Parliamentarism, stressed the importance of observing language standards in the field of legislation.

— The state language is the basis of national identity. Record keeping in the Kazakh language must meet modern requirements and public expectations. The purpose of today's seminar is to analyze current problems and develop effective solutions to improve the quality of document preparation in the official language," he said.

During the seminar, the participants discussed issues of stylistics and terminology in the preparation of legal acts, methodological approaches to the translation and editing of texts, as well as the need for linguistic expertise at all stages of standard-setting activities. Special attention was paid to the use of digital tools and the potential of artificial intelligence in this area.

The staff of the Til-Kazyna center presented new methodological materials and digital solutions aimed at improving the quality of document management in the official language. Experts from the Institute of Parliamentarism also made analytical reports on the topic.

The seminar was held as part of the implementation of the Concept of Language Policy Development in the Republic of Kazakhstan for 2023-2029 and in accordance with the action plan of the Institute of Parliamentarism for 2025.

Following the discussion, the participants outlined key areas for further work: compliance with language norms in the preparation of draft laws, the development of linguistic expertise, professional development of translators, as well as improving the system for assessing the level of proficiency in the Kazakh language based on the Kaztest methodology.
